Pesticide Registration Branch
Department of Pesticide Regulation (DPR)
POLICY AND PROCEDURAL CHANGES in 2001
Certain structural pest control devices require registration. Devices intended to
control structural wood-destroying pests require registration. Details regarding this law and the registration
requirements for these devices are found in California Notice
to Registrants 2000-7. This notice is available on our website at www.cdpr.ca.gov under Programs and Services,
Registration Branch.
Concurrent submissions. Registrants are reminded that certain submissions are allowed
to be submitted concurrently to DPR and to U.S. EPA. Concurrent submissions are allowed for products designated
as reduced risk by U.S. EPA, microbial and biochemical products, and certain antimicrobial products labelled for
public health pests. Details of the criteria are found on our website at www.cdpr.ca.gov under Programs and Services,
Registration Branch, California Notice to Registrants 98-8.
Reevaluation of Methyl Bromide and Chloropicrin.
Methyl Bromide - In June 2001, DPR placed all products containing methyl bromide labeled for field fumigation into
the reevaluation process. This reevaluation is based on the results of air monitoring in 2000. DPR is requiring
registrants to conduct ambient air quality monitoring in several areas of the state.
Chloropcrin - In October 2001, DPR placed all products containing chloropicrin into the reevaluation process. This
reevaluation is based on data submitted under the Birth Defect Prevention Act. These data indicate that chloropicrin
has the potential to cause adverse health effects at low doses. Under the reevaluation, chloropicrin registrants
are required to submit certain data, including worker exposure studies.
Business Process Group. This group continued to meet periodically throughout 2001.
The group was formed by the Registration Branch to exchange ideas for improving the pesticide product registration
process. The group is composed of industry representatives and DPR staff. Improvement goals include use of electronic
submissions, better use of electronic tracking, shortened time frames, and efficient use of resources. We welcome
your comments.
Newpoint Consulting review of department activities. The Newpoint consulting firm
has completed their review of department activities, particularly electronic processes. A copy of their recommendations
is available on the DPR website at www.cdpr.ca.gov under News and Publications, Business
Process Improvements. The Registration Branch is confering with various stakeholders and will be prioritizing
implementation of the recommendations.
Registration Desk Manual. Registrants are reminded that the Registration
Branch Desk Manual, which is an internal working guide for the DPR Pesticide Use Specialist (formerly known
as Registration Specialist), is available on the Registration Branch website at www.cdpr.ca.gov under Programs
and Services, Registration Branch.
Information available on DPR Website www.cdpr.ca.gov
The DPR home page contains much information, with information being added on a regular basis. The website allows
access to many data bases, including a list of products registered in California, products entering the scientific
evaluation process, proposed registration actions, press releases, proposed regulations, and much more.
