POLICY AND PROCEDURAL CHANGES in 2002

California Notification Process. The types of minor revisions which can be submitted as a "notification only" to DPR are outlined in California Notice to Registrants 2002-1. This notice supersedes previous notice 96-4 and specifies the criteria for California Notifications. The first page of the new notice outlines the major changes from the previous notice.

Data Requirements and Letters of Authorization Clarification. DPR issued California Notice to Registrants 2002-3 to clarify when letters of authorization are required for California registration.

Concurrent submissions. Concurrent submissions are allowed for certain products that meet the criteria in California Notice 2002-5. This notice details the criteria and supersedes previous notice 98-8. Due to budget constraints and staff reductions, certain types of submissions previously allowed concurrently have been discontinued.

Application Form for Pesticide Products. The DPR Application for Pesticide Registration Form # 39-030 has been revised and simplified. The revised form and instructions are available on our website and in California Notice to Registrants 2002-6. We encourage applicants to begin using this new version.

Workshop for Antimicrobial Product Registrations. On October 7-8, 2002, the Registration Branch conducted the first DPR-sponsored workshop on registration requirements. This workshop emphasized requirements and procedures for registering antimicrobial products in California. The workshop was well attended and well received. DPR is planning future workshops in 2003 emphasizing other types of products.

First Aid Statements on Labels. Registrants are reminded that U.S. EPA's PR-Notice 2001-1 provides guidance for amending First Aid statements on their labels. The amended labels must be submitted to U.S. EPA by October 3, 2003 for approval. The U.S. EPA-approved amended labels must then also be submitted to DPR.

Reevaluation of Certain Active Ingredients. California Notice to Registrants 2002-8 summarizes the status of active ingredients which are currently in the DPR Reevaluation process.

Business Process Group. This group concluded its meetings in January 2002. The group was formed by the Registration Branch to exchange ideas for improving the pesticide product registration process, especially through expanded use of electronic tracking. The group included industry representatives and DPR staff. A pilot program was initiated to electronically notify applicants about their submissions. DPR expects to expand this program in 2003 to all interested applicants. Information about the workgroup's activities can be found on our website.

Registration Desk Manual. Registrants are reminded that the Registration Branch Desk Manual, which is an internal working guide for the DPR Pesticide Use Specialist (Registration Specialist), is available on the Registration Branch website.

Information available on DPR Website (www.cdpr.ca.gov) The DPR home page contains a great deal of information, with information being added on a regular basis. The website allows access to many data bases, including a list of products registered in California, products entering the scientific evaluation process, proposed registration actions, press releases, proposed regulations, and more.
